We paid for parking through *******, and when arrived at lot the staff confirmed payment and that we were allowed to park. Then we were guided to a spot. Our parking was from 4pm-11pm and we arrived at 4:00 and returned at 10:30 to find a ticket from ******* Parking ** for not paying the parking price; they don't own the lot and have no basis for charging but to be safe I sent an appeal with my information and the receipt/proof of payment. They rejected my appeal this morning.Business Response

My disabled mother and I went to an event at ************************* in *********** 9/5/24. We pulled into this parking lot at *************** looking for handicap parking as there were no handicap spots immediately outside *************************. This was the closest parking lot to the venue and the lot had a sign that said "Event Parking for *************************". My mother struggles with serious mobility issues and cannot walk very far. Three sketchy men were near the entrance of the lot, one had a yellow reflective vest on, so I asked if they had any handicap spots available and one *** said he wasn't sure but that we could drive around to the right of the lot and if nothing was there to come back to another spot he was pointing to. I asked if there was a fee and he said no. We arrived just before 7pm and I think the event went until about 10pm. When we got back to the car there was a notice on the windshield of a parking fine at 7:24pm stating "Non-Payment/Expired"!! We were told there was no fee, nothing was posted about a fee, but we got hit with a $63.00 bill about 25 minutes after arriving. This is absolutely absurd! This morning (9/6/24) I have been doing research online and this parking lot doesn't have any fees posted unlike other area parking lots (one website I found does show a fee of $9), and they have horrible reviews for similar reasons to mine...one reviewer from last year said he filed a complaint with BBB. This is an absolute scam, a rip off, and they took advantage of someone, not to mention someone with a disability!Business Response

Hello, it would seem we were disconnected on the phone. As mentioned, parkers would have to contact our office at ************ or ********************************** to help resolve their concerns. The app that was mentioned is not our app and is third party. Our lots all have signage in them letting parkers know payment is required at all times. We do have four pay stations in the lot also. Please note at each pay station you will find our sign boards letting each ****** know how to pay accordingly. We will be providing images that can be found in the lot. All of our employees are well aware of our parking policy within our company. We understand confusion can happen, so we have issued a onetime void for the ****** to help them out. While I do appreciate your prompt responses, and I am grateful for the void of the $63.00 citation, I am still frustrated, disappointed and concerned at the lack of record keeping and ethics of this company UPP Global, LLC. As I stated in my original complaint, I had only been parked in the lot for maybe ***** minutes and I was charged $63.00. Per the email response I received from UPP Global, LLC on 9/6/24 at 12:31pm EST:
"The enforcement agent that issued this notice was likely not informed of this interaction and wouldn't have had any knowledge of the circumstances, including how long the vehicle was parked, or for how long it would remain in the lot."
UPP Global, LLC needs to take further accountability in ensuring training, communication, and appropriately charging those who utilize their parking lot, in addition to better signage reflecting the rate someone should expect to pay before entering the lot. If I was charged $63.00 for ***** minutes, what would it have cost me to park there for 2 hours, or a full day? How did the enforcement agent decide how much to charge me if they didn't even know how long I had been, or would be, parked for? This is not good business. A business should be transparent and post signs stating "$20/hour" or whatever the fee is to utilize that service. No patron should blindly or unknowingly park in a lot where fees are not disclosed clearly. Here is an example based on what I was charged:If someone came to work in this area of ******** ME for one eight hour workday, UPP Global, LLC could potentially charge them $1008 for that day.
If I was charged $63.00 for 30 minutes, then one hour would be $126.00 x 8 hours = $1008.00. Patrons have a right to know the fees charged and what to expect to actually pay, not be cited with an absurd amount affixed to their windshield. I truly hope UPP Global, LLC will take the appropriate and necessary measures to better their practices.

Hello, thank you for writing back. We would like to point out you're confusing the parking charge notice with the cost of a valid parking payment made at the meter. The amount of the parking charge notice does not correspond with the hourly rate as our attendants cover a wide area and do not know how long a vehicle has been in the lot, nor how long it will continue to be parked after the notice is issued. On 8/22/24, I parked in a UPP owned lot in *******, Maine off of ******************* during the permitted hours. I paid for one hour of parking--authorizing the payment at approximately 6:33 pm. I ate dinner at a restaurant around the corner and returned at around 7:35 pm to retrieve my girlfriend's bags from the car so I could hand them to her as she was leaving in a different car than my own. I then returned again at around 7:40 pm and found a parking fee for $68 issued at 7:38 pm on my dashboard.Considering the fact that I paid $4.50 for an hour of parking and received a fee 15x this for 5 minutes over time (essentially an expired meter) is undoubtedly predatory and out of bounds.When I parked, there was only one other car in the lot. It remained this way the whole time, meaning no other cars parked in this lot between 6:33pm and when I returned at approximately 7:35 pm and again at 7:40 pm. Clearly this lot is not in very high demand and if other spaces weren't occupied, ample parking must have been available later past 6:33 pm. Thus, such draconian measures to free up parking and penalize a minuscule overstay are unwarranted.Business Response

We stopped in ********, Maine two days ago and were looking for parking for dinner that night Friday, August 9th. We found a small lot near the restaurant on ***********. I plugged my credit card into the machine and chose the amount of time (2 hours) and it charged me $28.60! I was shocked, since the most weve paid for parking on this vacation was about $2-$4/hour. There was no price posted in the lot so I just assumed the price would be a typical rate. I tried to find a way to cancel it so we could find a more reasonably priced place to park, but there was no cancel option. I contacted the company and they responded with a very **** email: "We would not be able to issue a refund in this case as the price is reflected multiple times throughout the transaction at the meter." I responded that this was incorrect. There was no price listed anywhere until I entered my credit card and then was not allowed to cancel the transaction. I am requesting a complete refund since I was not able to cancel my transaction at the time. I would never have parked in this lot if I had known the outrageous price.Business Response

Today - July 30, 2024 - I received the attached citation for $63.00 n the mail from the Fl Parking ** for a ticket they are saying was issued to my vehicle FL QDSH53 on June 30, 2024. I NEVER RECEIVED A CITATION on my car and I have NEVER been delinquent on any parking or vehicle issues. We are Florida residents and my husband is a handicapped senior citizen with an authorized handicap plaque visible on our car at all times. We have parked at the location ************************************************* multiple times in the past and have never been issued a citation plus there were no signs at the location on June 30, 2024 notifying us that we would be charged for parking with a handicap plaque.It seems that Fl Parking ** - owned by UPP Global LLC is coming into the downtown ************ area and administering parking; however, they should not be allowed to send mail citations without placing tickets on the cars and more importantly without installing proper signage notifying consumers. In addition, they should not be allowed to charge exorbitant fees and late charges to unknowing residents. This is a huge violation for FL Parking ** and their misleading and fraudulent practices should be stopped.Kindly advise what actions we can take to protect our DMV record and how you can help stop FL Parking ** from charging me overdue or delinquent charges. Document titled BBB shows the photo evidence of our signage next to her vehicle. We have also gone and refunded her citation and voided her citation as well even though the signage was clear.

Parking charge notice dated 7-21-24-Notice #********. Request cancellation of this charge. Notice was issued in less than 10 minutes after parking. I an handicapped, and was using my authorized placard. Vehicle was in the parking lot for less than 10 minutes, Excessive billing, , claim amount due is $63.00 however that is only if paid after 7-24-24. Then additional excessive fees will be charged up to $103.00. Company is violating the fair debt collections practices act, as they threated possible collection activity legal action, towing of vehicle and booting of the vehicle. Parked in a Portsmouth parking lot. Paid over ***** for 4 hours of parking. Cane back to a citation for $68.00. It included Threatening my credit, registration and fines. In total this would be over ****** to park in an unmanned lot. I went back to add. More money and still was fined. The company does not answer their phone nor respond to email. The parking lot equipment was in terrible condition- most buttons were not legible for adding time or confirming. The cost was already 3x higher than meters in **********. I paid $30.80 to park in a lot for 2 hours. You dont know the hourly rates until youre at the kiosk. I returned before my time expired but on my way out, I noticed a citation on my window for parking in an invalid parking spot with an associated fine of $63.The spot I parked in was for compact cars only. There were plenty of parking spots open but I chose to park my compact vehicle in the area because I drive a compact SUV; a **** Escape.The ticket was issued 10 mins after I left my vehicle. There is nobody to speak to in order to resolve the matter, only an a website to pay your fine. Theyll give you a 33% discount if you pay within 3 days, the full amount is due after 3 days, and the fine doubles after 14 days. It is also noted UNPAID CITATIONS MAY AFFECT: credit rating, vehicle registration, license renewal, and ability to rent a vehicle.With no ability to talk to anyone about disputing the citation and the coercive fee schedule and menacing nonpayment consequences, the subjective application of vehicle characteristic has a very mafia-like feel. Pay now or pay more. Dont pay and youll suffer the consequences . Send us an email if you have a problem with this, but there is nobody you can talk to regarding disputes (per outgoing message; ************) -email only.I have not paid the fine because I feel it is simply a way to ***** costumers who have already paid for parking. It is a subjective fine to make more money in a lot that was less than 1/3 full. Again the fine is $63, which will double to $126 in 2 week (discounted to $42.21 if paid within 72 hrs) - completely coercive and predatory.I have a picture of the compact parking area, my vehicle (which is well within the space), an description of the **** Escape as a Compact SUVand the citation but the file is to large to attach the 3 images. I did hear back (via email) from Unified Parking Partners. The response states I was not in a valid parking spot but there was nothing indicating such and I was told by another gentleman issuing citations that it was because my car was not considered "compact"
The response also stated they would issue a "one time void to help me out". The issue is resolved for me and I will not park with UPP, but their practices are truly predatory.
