My name is ******, and I am writing to bring to your attention a concerning incident that occurred on Friday, 12 January ****, involving your services at the ****************************************************************************.Around 1:11 PM, I found my car fitted with a boot, and an individual claiming to represent Wheel Blockers demanding $200 for its removal. He literally flagged me down and let me know there was a boot on my car (he applied a boot to each front tire) and stated it would be $200 to take it off, then asked will it be cash or credit?Despite explaining that I was a CVS patron, providing a recent receipt as evidence (which I'm attaching as my receipt shows 12:53 PM), the demand for payment persisted.[When I got back to the car and settled in, I turned the car back on and received a service request at the ******************** at 12:57 PM. I turned the car back off, got my delivery bag and crossed the street.]When I first stated that I was originally at CVS and had made a purchase, he proceeded to call me a liar and stated that I did not; that he watched me get out of my car and directly cross the street.Being bothered that I was being stalked, I then proceeded to show him my CVS receipt, for which he said it must have been earlier (he cared not to look at my receipt) and told me "not to do this, it's Friday" and repeated "cash or credit."Feeling pressured and with a customer's order to fulfill, I reluctantly paid the requested amount to remove the boots. I request a refund for the $200 charged, as this incident was misunderstanding, for which Wheel Blockers was unwilling to resolve at the time.I trust that Wheel Blockers takes customer concerns seriously and aims to rectify situations where customers are incorrectly stalked like prey. That is a monitored lot and unfortunately you did leave the property to go elsewhere resulting in your vehicle being booted. Signs are clearly posted stating the parking rules and fees. I moved in to my apartment and received the keys from the leasing office of ********************************** apartment at 5:50pm 12/08/2023. While moving in my items and moving around items into my apartment, around 3:30am 12/09/2023 a wheel blocker employee towed my car. They are telling me that unless I pay them $350 they will not release my car.Business Response

The vehicle did not have the required parking permit displayed on the vehicle as the parking rules state to park in the designated area. Our drivers would not have any way of knowing that someone moved in the previous day only that the vehicle did not have the pass displayed when it was towed. I parked in a parking lot near a brewery and check with the brewery that customers are allowed to park there. There were not any signs stating which patrons were allowed to park (i.e. what place you had to be at) and when I returned there was a boot on my car. I spoke the man in an unmarked vehicle who said I had to pay $250 on the spot. I asked him which company he was with and he went on to curse me out, wreaking of weed, and when my friend asked why he smelled like weed he threatened to charge an extra $100. I asked for a copy of my receipt and he said he couldnt give it to me. When I asked to see his phone and verify where the money was going he said he could not show me and that I could ***** his personal account instead. I asked for his full name and when I repeated it back to verify he said I guess you will never know if thats my real name.Business Response

Anywhere we tow or boot from is private property and has all required signs posted per city ordinance. The brewery cant give you permission to park on someone elses property as you stated. You had a ticket on your vehicle with all company info as well as the signs at each entrance to the property. You paid by credit card and were given a receipt at the time of transaction. Sorry for any inconvenience but please pay attention to the signs and follow the parking rules to avoid being booted/towed.Initial Complaint

Why is the price of booting removal $200? House bill 871 (for **************) restricts the booting removal fee to a *** of $100. Do you guys just not know about this? Do you just blatantly disregard this? Do you have more information? I'm not surprised so many people despise your employees and your practices; not only because it's a huge inconvenience, but because the prices have no source or explanation. When I called the number on the ticket, the guy told me the wait was 20 minutes, only for an hour to pass. Then I called again to ask for the cost and they guy said he'd, by his virtue and ****** drop the cost from the supposed "typical" $225 down to the o' so affordable $200. For one, I don't understand why I got booted since, although I was at a "future resident" spot, students like me park there all the time; more importantly though, you guys seem really informal and you come off as crooks and corrupt by a lack of legal supervision. It would be good and just if you guys adjust your fees to $100 which is the statute. It would be nice if you'd adjust my bill accordingly and reimburse half of what I paid ($100 of $200). Obviously, I'm assuming you're too rotten to respond in any way except to excuse your predatory practices. And in case the moral issue here isn't clear, put in another way, you don't get to **** someone because they're a prisoner. I might be in the wrong for parking, but you took advantage of me as you have been of others.Business Response

There are no statues that state a boot fee removal Is $100 as your suggesting. The city ordinance states that all prices have to be posted which they clearly are. You parked in Future Resident parking which you were not in the leasing office as you left your vehicle there unauthorized and went elsewhere. I would love to know what the responder means by "all prices are clearly posted" -- where exactly?A website? Under what header? "Prices for booting removal in *********"? The prices are certainly not visible by the parking spot. And how could the prices be posted? The guy I called from Wheel Blockers"clearly" made up the price on the spot. My guy said, "it's usually $225, but I'll knock it down for you to $200 since you had to wait" clearly posted prices are usually posted? Negotiable? The fee price wasnt even on the ticket left on my windshield I 'found out' the price over the phone; and if I hadnt called, I wouldve only found out when the boot-remover guy got to my car bro didnt even show me the cost when he got to me, he just pulled out the pay-tablet and waited for me to insert. And if the responder could be so kind as to cite the city ordinance that they are referencing that says, 'the prices just have to be posted'. I left some attachments relating to the matter of pricing -- the issue is not whether the violation occurred, but the extent to which the predator, Wheel Blockers, gets to pounce with fees. That you haven't read does not mean there are "no statues that state a boot fee removal is $100". Heres a little bit of homework: Read attachments H424v1 and H871v1 (General Assembly of ************** Session 2023 and 2015, respectively). I stayed at AirBNB in ********* (*******************************) for a business trip (southern headache conferenc) on Oct *****. I was instructed ******* owner (***** with ******* company) to write permit number on paper and put on dashboard. On Sunday, Oct 15, my car was towed for not having a permit while my colleague who did the same regarding permit was not towed. When I called towing company, the person was very rude. My colleague and I missed part of the conference to get my car; place didn't open until shortly after 830am. After paying the fee to get car, I was allowed access to my car. I pointed out to ***** (towing company employee) that I had permit in window. He shrugged and said I don't know why were towed although reason for tow was for no permit. He stated I needed to speak with tow company owner. I reached out to ***** with ******* regarding situation. He told he was in communication with tow company owner and he agreed to refund money. Last week, I left message for tow truck owner, no call back. As of today, I have not received refund. I have pictures of tow ticket and my car where permit was located on dashboard. Your vehicle was towed because you have to register on the parking app and have an actual pass displayed which you didnt. Those are the rules of the complex. This is an uptown location and you cant simply write a note on your vehicle as you were told be the person of the AirBNB or everyone would do that to avoid paying for parking or being towed. Your issue is between you and the individual of the AirBNB and not us. We havent spoken to anyone or agreed to a refund for a valid tow.Initial Complaint

We parked in a handicap spot and we had a handicap plaque. We were parked there before 6:00. We had every right to park there. We are requesting to be refunded our $200.00. Unfortunately your vehicle was parked there after 6:00pm and thats why you were booted. Thats private property and you do not have the right to park there after hours without a resident pass. Its parking by permit for residents of the building only. If someone told you that you were allowed to park there then i would suggest you have them reimburse you because you did not have authorization after hours and WheelBlockers will not issue a refund. On 9/172023 my car was towed by this company. The individuals who assisted me were very disrespectful and rude. They were not knowledgeable about their process and blocked me into the garage which resulted in me having to call Law Enforcement. The worker ran my card to complete the transaction and then asked for my number to send me a receipt. I provided it and received my receipt. I'm in my car at this point pulling off (It is close to 1AM at this time, and super dark as they don't have adequate light outside). He yells "hey hey hey" at me. I stop and I crack my window to ask what he needs as he already send me my receipt for the transaction. He proceeds to hand me a piece of paper with items marked out and writing stating he needs me to sign "this receipt." He seemed unsure and it seemed a little sketch. I asked him what type of receipt it was sense he just sent me a copy of my receipt via text message. I asked him if I could come back tomorrow to sign this paper so that I could have someone who understood the paper explain it to me. He said no I needed to sign it now. He then told me I could call the dispatch number back. I proceeded to call the number back and explained to the worker on the phone that I didn't feel comfortable signing something I didn't know the details of and I asked him if he was able to explain it. He became very rude and stated that I needed to not cut him off when he was talking and that I had to sign the paperwork, he then proceeded to hang up the phone on me without explaining the paperwork. I ended up calling the cops to assist because the worker blocked me in the garage with a service truck. The cops arrived and were able to explain the form a little bit. They informed that it wasn't much they could do about the situation because my car was still in the garage, even after I showed them the transition from my account and the receipt that I received via text. It is super disheartening that these companies can behave in this manner, and nothing is ever done about it and the fact that they are able to charge the rates that they do.Business Response

Unfortunately you were illegally parked resulting in your vehicle being towed. Signs are clearly posted per city ordinance stating the parking rules and fees. At the impound lot the gate is always closed or yes there is a truck out front. Obviously that is to keep anyone from just walking in and jumping in their vehicle and pulling off without paying the tow fee. The receipt you were asked to sign shows that you paid for the vehicle and retrieved it. I am rejecting this response because: The sign that you are referring to is not easily seen. The area that I was parked in doesn't have any signs in the vicinity saying not to park here without parking pass.The gate to your business was not locked or closed when I arrived. The worker took my card and processed the payment and provided me with a text message receipt. It wasn't until I was pulling off that he asked me to sign another "receipt." That he nor the dispatcher could explain. I didn't feel safe or comfortable signing the paper. He proceeded to block me in, even though I had already paid the fine.
For my safety I contact the ****************** when they arrived, they informed that it could be perceived as a form of kidnapping because I was being held at your business. All because I didn't sign something that I didn't understand and didn't get clarification from either worker. The way that you guys handled business was extremely unprofessional and harassing. I believe that I should be issued a refund.

Again you have to sign the receipt stating the vehicle is being released. 9/6/2023 My vehicle was towed from my apartment complex where i was parked which it was underground packing ad is locked , you cannot access the lot unless you are a resident with a key fob, i called over 30 times to get my car back and the number listed ************ listed would not answer ( i have phone proof records) wasn't until i have the dealership track them down and they responded to the phone then. i was quoted 350 to get my car out but i paid 200$ this is wrong and bad business. i offered to show them i am a current tenant and i live there and they didn't care ( Mr.**** is who answered the phone) .Business Response

Whether inside the garage or open lot all vehicles on the property are still required to have the valid parking decal displayed which you did not. Residents let guests inside the garages all the time or share parking decals and that is why it is required to be displayed at all times. Im a 17 year old girl who lives in **************. Me and my boyfriend were visiting Noda (6/16/2023) when we found a small parking lot WITH A BROKEN, SMALL SIGN stating only the top of the sign which read 8am-6pm. It was a shopping center and we honestly thought nothing of it considering that no cars had any stickers and there was no where to pay. The parking lot said this store parking which we were going to. Not being gone for more than 30 minutes, my car got booted. Me and my boyfriend were extremely confused and asked around to locals and they said they knew nothing, but people got booted a lot. Knowing that neither me or him had a lot of money, hearing from THE MOST DISRESPECTFUL man that it was gonna be $200 was absurd. This man had reviews stating he pointed a firearm in someones face, threatened people, screamed at young girls, the car reeked of illegal substances, and I can go on. I wish I had never met this man. The man wrote down my debit card information when he clearly had something to insert my card into. The last time that happened, my identity and money was stolen. My friends father works for the police and their mother is a lawyer and they both stated that the fine SHOULD NOT exceed $50. And no that is not a 10 year ago thing, it is for A TOW. If people IN THE *** ENFORCEMENT WHO COULD SHUT YOUR BUSINESS DOWN SAY IT, sounds pretty lawful to me. It all just seems like a complete scam. I would understand $50-100 BUT 200. Absolutely insane. As a high school student and clearly looking like one, he shouldve known that I dont just have $200 dollars lying around. I would have been willing to pay it in a 14 day radius or even pay a little then pay the rest like most ** car companies do. I would like AT LEAST $50 dollars back or some sort of plan. Law enforcement is not scared to shut this business down considering the amount of people that have had a similar problem to me. That money was supposed to go to my parents.Business Response

Unfortunately if you were booted that is a private lot that you were not allowed to park in. Every lot we service has Towing Enforced signs at each entrance per city ordinance. The boot fee is a set fee with prices posted on those same signs I just stated. We have no reason to threaten you as we are just doing our job and its usually the other way around because people are upset their vehicle was booted or towed. Again you were illegally parked on private property and should have parked wherever you were going or patronizing.

You were illegally parked without the required parking pass is why your vehicle was towed. We did not break your headlight. Our truck only clamps your tires and nowhere near a headlight. The set policy is all vehicles have to have a parking permit and its posted on *********** as you enter the complex per city ordinance. Unfortunately by you not having the required parking permit displayed we will not be able to issue a refund.
