      I have been trying to deactivate my company's payroll account with Paycor since mid-March. I have contacted our original salesperson (see upload). I have tried to email their account deactivation email, but the email gets blocked (see upload). It is impossible to use the deactivation procedure they require; I receive an error message (see upload). I continue to receive full invoices for over $800 per month (April and May, see uploads) for services they have not provided (as we have switched to a different payroll company in early March). Our payment agreement with Paycor is ACH-based, so they continue to withdraw their fees, now without our consent. I will also be contacting our bank to see whether those ACH withdrawals can be blocked.

      I have contacted Paycor since March 2024 amd jo resolution. The company has done this many times. I have multiple emails with no response from the payroll services company.

      I am writing to lodge a formal complaint against Paycor, a payroll and HR services provider, due to what I believe to be predatory practices that have adversely impacted my business, *** ********** ******* ****. This complaint arises from a series of troubling events concerning unauthorized charges and poor customer service, which I have attempted to resolve through direct communication with the company to no avail.

      My business relationship with Paycor has significantly deteriorated since the departure of a key contact, Joe K***. Subsequent support from Paycor has been severely lacking, leading to direct financial harm and operational disruption. Specifically, Paycor has levied unauthorized charges totaling $7,252.49 against an inactive account under my business's name, purportedly for implementation fees that were neither disclosed nor agreed upon. This account, identified by client ID 158441, was set up as a holding account for a planned expansion and had no active transactions that would justify such fees.

      Despite repeated efforts to address and resolve these issues through Paycor's customer service channels, my concerns have been met with either inadequate responses or complete disregard. The invoices presented by Paycor as justification for the charges contradict previous billing statements, showing zero balance due to the account's inactive status. These actions, I believe, demonstrate a pattern of deceptive billing practices and a lack of transparency that is harmful to clients.

      I have copies of all relevant communications with Paycor, including email exchanges and the disputed invoices, as well as evidence of my initial payment confirmations and account status updates. These documents corroborate the sequence of events as described and underscore the baselessness of the charges applied to my accounts.

      Given these circumstances, I am seeking your office's assistance in investigating these practices by Paycor. I believe that a thorough review of their billing and customer service practices will reveal systemic issues that potentially affect many other clients besides my enterprise. My goals in filing this complaint are to secure a full refund of the unauthorized charges and to ensure that Paycor adopts more ethical and transparent practices moving forward.

      Thank you for your attention to this urgent matter. I am hopeful that with your intervention, a fair resolution can be achieved, and further harm to other businesses can be prevented.

      Thank you for bringing your concerns regarding Paycor to our attention. We understand that you feel you have experienced unauthorized charges and poor customer service, which have negatively impacted your business. We apologize for any inconvenience this may have caused you.

      Regarding the charges, Paycor has a policy in place for an Implementation Recovery Fee, which is applicable in certain circumstances as outlined in the agreement (attached). This fee is defined as one-half (50%) of the Annualized Contract Value of the CSA (Client Service Agreement), less any billed service charges (setup fees excluded). In your case, the fee amount on the CSA was $13,353.25, and half of that amount was billed to your account.

      Paycor's implementation fee policy states that any Implementation Fees paid by clients do not fully cover the cost of onboarding into Paycor systems. Therefore, an Implementation Recovery Fee is charged as consideration for the onboarding efforts in certain situations, such as when the client does not commence processing payroll within six months of the effective date of the agreement, requests to terminate the agreement prior to the first payroll run date, or fails to reasonably participate or cooperate with Paycor's implementation of the services.

      We have thoroughly reviewed your account and found these fees as valid.

      We understand that you have attempted to resolve these issues through direct communication with Paycor but have not received a satisfactory response. We apologize for any lack of response or inadequate support you may have experienced and will take this feedback to our team.

      Thank you for your response regarding the issues I have raised about unauthorized charges and the overall customer service experience with Paycor. While I appreciate your effort to clarify the situation, there remain critical discrepancies and legal concerns that need addressing.

      Your explanation references an Implementation Recovery Fee based on the terms of the Client Service Agreement (CSA). However, it is essential to highlight that the application of such fees in my case contravenes the explicit assurances provided by your representatives that the inactive account, intended for a future daycare expansion, would incur no charges due to its dormant status. This account had no active transactions, and consistent monthly invoices with zero balances confirm this status. The sudden imposition of a substantial fee, therefore, appears not only unfounded but also unauthorized.

      Moreover, your response does not address the fundamental issue of funds being removed from another active business account without my consent to cover these unexpected charges. Legally, this action is questionable as it involves accessing funds from Company A (*** ********** ******* ****) to settle alleged obligations of Company B (*** ********** ******* ** ****), which are distinct entities. Such actions raise severe legal and ethical concerns, particularly regarding the right to access and withdraw funds without explicit owner approval.

      The lack of timely and effective communication exacerbates this situation. It took 26 attempts and a public appeal via Twitter to elicit a response from Paycor, a delay that is unacceptable and has compounded the financial pressures on my business. The unilateral decision to close my account and modify the final invoice to include these disputed charges, without any prior discussion or consent, further underscores a lack of transparency and due process.

      Given these unresolved issues, I must insist on a complete reversal of the $7,300 taken from my account. Additionally, I request a detailed justification for each charge, including documentary evidence of any agreement on my part to these specific fees under the terms outlined.

      As stated in my previous communications, I am preparing to file a formal complaint with the Federal Trade Commission (FTC) due to these unresolved issues and the broader implications for other businesses that might be similarly affected.

      Please treat this matter with the urgency and seriousness it warrants. I am prepared to take further steps to ensure a fair resolution, including legal action if necessary. I look forward to your prompt and detailed response.

      Paycor took over our prior payroll company (*******) in July of 2023.
      During the setup process, Paycor entered one of our employees draw as non-taxable.
      This was an error on Paycor's side. We didn't notice it until we received the 2023 W2s.
      We have been trying to get the W2 corrected since 2/7/24. I have called customer service to request help to get this corrected ever since, I cannot seem to speak with anybody of authority.
      I have had numerous calls with customer service saying they are going to correct it. Either nothing is done, or it is not done correctly. They are charging us fees for their mistake.
      The big issue is getting my employees W2 corrected, he has already missed the April 15th filling deadline and has had to file an extension.
      I do not see an end to this, and our company and employee is stuck.

      I have been unable to close my Paycor account for 4 months. I havent used this service January but Paycor is not letting me cancel my account and continues to keep billing my card. I am a sole business owner, I made the account myself and I keep being told I need to file a closure form but I dont have access to the closure form from my login. I feel this whole thing is a scam to keep billing me for a company that isnt even open anymore. I have sent emails. sent messages and called, and every single time I get told to fill out the closure form which I dont have access too, then they proceed to charge me. I want to warn everyone to stay far away from this company and use Paychex or ADP, I used both for years and never ran into ANY issues like this.

      We received our employees W-2 and noticed that the wages reported were incorrect. I contacted Paycor to make them aware and requested that they send a new one. Today is April 12 and we have still not received a corrected W-2.

      Where to begin. Initially starting with Paycor I was charged twice for the set up fee of $52.77 03/29/2023 and 04/05/2023. After bringing this up a few times with customer service/billing I still have not been refunded.
      Now the bigger issue is that Paycor customer service seems helpful until they don't stand behind their advice. After setting up State tax codes with Paycor in the company and employee level (case ********), I received the Q4 report showing no taxable wages to those states. Their notes aren't complete to show what was discussed, I have called customer support regarding each setting up each new state. After contacting Paycor several times, I have not been able to speak to anyone to review what happened. Customer service continues to say "I understand your frustration" or another scripted empathic saying. A tax Service rep stated "I reviewed the information you provided and the information on your account again. I will be honest with you, I am not sure what happened here either. I am able to confirm that the tax codes were active when the employees were active in their respective states. In fact, it appears you did not set the codes to inactive until 2/15/24." This was because one Paycor rep said the tax codes weren't active at the time of Payroll. Every time I speak with someone it is different information and no one can assist with reason of this issue. I am going in circles to contact anyone who actually knows what happened. Paycor customer service has voided the pay runs and then were "processed" without proper changes; now my reports for Q4 don't align with prior wages nor what needs to be corrected.
      My only resolution I have been given is to sign an acceptance letter and accept associated fees to open my books without any clarification of this matter. These fees would be around $4,000.

      Paycor has Compliance warnings related to taxes; you would think a warning would arise if such an important tax issue was incorrect.

      We engaged Paycor to provide payroll services for my company, ** ****** ********* ***** - and at the end of the year decided the service was inferior to our previous manual processes and moved to ***. At the end of the year we requested to terminate our service and requested copies of all quarterly and annual reports after they were filed. We were also told that we would have access to our portal for 12 months following our termination date. Several filings and reports were incorrect and we continued to work with them until they were corrected, however we never received our reports as requested - even after several initial attempts. For months we were provided the run around on not having the ability to speak with someone directly and being made to make our requests via email which we did each month for over a year. They shut off our access to our portal and when we finally were able to engage someone in communication, they made us make the same request over 10 times, only to finally send us a bill for over $900 to access reports we were entitled to at no cost - stating we were now outside of the service period. I forwarded tons of emails where we had made the requests prior to termination, immediately following and for over a year since only to be put back in to a continuous service que loop where the process essentially started over each time we had feedback or contested their $900 invoice. To date we still do no have copies of our quarterly 941s, annual 940, and employee payroll data that we are entitled to.

      I was wrongfully charged a $50 fee for "missing tax IDs" (wrong municipality) on my invoices dated 9/1/23, 10/2/23, 11/1/23, D12/1/23, and 1/4/24. I reached out to multiple different contacts at Paycor during that time to attempt to resolve the situation. I first contact ***** on 9/6/23. On 9/18/23, ****** told me she had removed the wrong municipality and replaced it with the correct one. After I noticed it still wasn't right, my bank rep advised me to reach out to **, who created case #******** to investigate further. I never heard back. More recent case numbers include #******** and #********. I most recently spoke with ******, she said she would follow up with me but has not yet done so.

      I was planning on using paycor for my business payroll, I got all the info to set up but my business dynamics have changed. Paycor decided to charge me 2255.19 and took it direct out of my account without authorization. I never did a payroll with paycor, I never set up a payroll with paycor and they took out more then it would of cost me to run a payroll with them for a full year. Paycor is a company with no ethics and will steal directly from your account.

      Problem:
      Paycor has withdrawn $2255.19 out of my business account for performing no services. I have been trying to resolve this for over a month and I get no responses and the run around from paycor employees. I need resolution asap. This is bad business and I have never dealt with a company so bad at communication in the last 30 plus years doing this. Charging me a implemenation fee on a service I never implemented, never logged in and never ran any payroll or given any employee info for payroll. This is a large corporation stealing from a small business making it hard to survive and they don't care.

      Paycor stole money from the company account for doing no service and they did not have authorized signatures from the company owners and checking account signers to do so.  No one ever asked the manager if he was authorized to sign up.  Now they are trying to  black mail the company into signing up a new business in order to get the stolen money put back into the company's account.   Paycor is blatantly trying to destroy a small struggling business.  The company gives the customers the run around time and time again pushing the blame on another department for not accepting refunding the stolen money.  This is unacceptable behavior and needs to be corrected asap.  I have consistently asked for someone to speak to and a legal department number and no one there will give up anything but a generic email.   I need bbb to assist me in this to correct this unacceptable business practice.  I will not accept anything else but a full refund asap.

      This response is a blatant lie and the contract is void.  First off they contract was not signed by an owner of the business.  Secondly the check was not filled out or signed by a person on the checking account.   Paycor never once asked who owned the business.  All they wanted was the quick sale and to make another small business suffer.  On top of everything they are now blackmailing us into signing another company up with them to get the refund.  This is so unprofessional that it is disgusting...  I keep trying to get someone to speak to on this matter and I constantly get the run around over and over again from them, the sales team blames the accounting department and everyone pushes the blame for no refund on another department.  This response is once again unacceptable and will not be tolerated.  I will not let this go until a full refund of the stolen money is returned.

      Taxes were paid late and incorrectly. They are a payroll service. I requested for them to pay the taxes asap. They say they are confused and do not understand what I want them to do. I get multiple answers on the reason for the taxes being paid late. They included employees that were not employees but temporary service employees and employees that didnt even work during that year let alone during the quarters report. We want them to PAY the taxes!!! Also, The payroll taxes on employees checks are incorrect. We want it fixed.

      The $23,430.32 payroll tax money was taken from our account last wed.  The money still has not been submitted to the **** as of 20 min ago today.  Our employees can not receive partial unemployment funds until the taxes are paid.  We have over 100 people waiting on their money.

      -The client authorized the total due for penalties and interest ($23,430.32) on 3/20
      -Client was advised same day that the payment was being drafted and was scheduled to be sent to the agency with a 3/27 effective date
      -Client responded stating it needed to be made the same day, and was advised the following by the tax specialist: "There is a 5 business day processing period through our system to allow for the impound, the guarantee of funds and the processing of the payment from Paycor to the agency."
      -Tax manager engaged the client on 3/22 to reiterate the process and timing of the funds being sent to the agency
      -Client followed up with tax today 3/27 requesting proof that the payment was submitted to the agency, and the tax specialist responded providing the proof of payment
      -The tax specialist has also reached out to the agency, and the payment is still being processed. They will be following up with t
