Unsafe & Unhealthy Living Conditions at ************ Apartments in *******, ** managed/owned by HighMark Residential LLC I have been a resident at ************ Apartments for ten years, and I am filing a complaint against the property management due to severe maintenance and pest control issues that have made my apartment uninhabitable.1.Rat Infestation: On July 21, 2024, I witnessed a rat in my kitchen & on July 30 & 31st we saw more in the bathroom in the master bedroom . My children and I are now too terrified to be in our home, use the kitchen or bathrooms, and our sleep is disrupted. My anxiety is triggered and have to take medication due to this situation.2.Non-Functioning *********************** Since Hurricane *** in 2022, my kitchen and refrigerator have not been fully operational. Despite multiple reports, no repairs have been made. I was promised a new ******************* in February 2024hasnt received.3.Mold, Termites, and Structural Cracks: The apartment has severe mold, termite issues, and large cracks. Inspections were done, but no corrective action was taken.I am requesting immediate pest control, renovation of repairs, and a current transfer to a habitable sister community within 7 business days or I will withhold September ************* legal action. I report my front door being unsafe back in Jan 2024 previous tenant had door kicked in. Needs new door frame and metal security plates. Open pipe leaking water started and I reported it in April 2024. Now I have mold in that area because they refused to fix. They still refuse to fix. I moved into the ********************* in September of 2022 from *********. When I moved into the apartment community, it seem to be a nice and welcoming place. However, over the past two years I have had awful experiences with the front office as well as a ***** infestation throughout my unit. I have made several service tickets to address this situation, though they have all been addressed, it has not been corrected. During this time I have had to sleep at relatives homes to avoid the rodents now in the past four weeks I have experienced no hot water in my unit at least 3 to 4 times a week. Due to my billing situation with the community , my bill for a single person is much higher than I anticipated so to have to also not have hot water A major inconvenience. I have made complaints and request service to the front office every day for the past three days. However, they have yet to correct the issue and instead told me today, August 8, 2024 that They have hot water so they assume everyone did without reaching out to a single tenant. I feel it is unfair to have to deal with these issues just to avoid breaking lease.Initial Complaint

My autopay for rent was canceled by the lessor without proper notification. The lessor required a new system for autopay and/or any payment. I was unable to reinstate autopay or any form of payment because my address was not in the new system. After several days and attempts to reinstate a payment. I learned that the address for my apartment was materially different than my own.This caused me to be about a week late on my payment and i was charged a late fee of $153. In Nov of 2016, I moved into The ***************************************************************************************************, **. I was there until Feb 29th 2024, Almost 8 years. I was forced to move because I made too much money. They were transitioning to a low income apartments. This is happening all over the country because the government is housing Illegal Aliens and these older complexes realize they can charge the government more and are sure to get what they ask. I was told if I moved before the end of the month (February 2024) I would not be responsible for the last 26 days since I was being forced out at no fault of my own and my lease would not be renewed on that day. it is now July 22 and I just got a call from a collection agency saying I owed for the month of March. They forced me out and told me I did not have to pay since I was being evicted at no fault of my own. Also, I don't know when High **** bought the complex I believe sometime in 2021. , But I had reported before I moved in there were cut marks all on the kitchen counters, they told me when I moved out they would replace the counters and the carpeting. and now they are trying to hold me responsible. It was a blessing in disguise because since they had taken over the complex had become dilapidated and badly kept up. I was too lazy to move myself but being forced is what I needed. I see by the ratings this company is really not concerned with the overall state of their properties or the residents who live in them. Probably why they went to low rent so they don't have to be concerned about the conditions, just getting a check from taxpayersInitial Complaint

I live in the ************************************************** apartments, and I constantly have issues with my apartment and everything in it. My main complaint is that the leasing office ignores my requests. When I have a problem, I submit an online maintenance request. Sometimes the maintenance guy doesn't come, and the problem isn't resolved, but the case is closed as if it were completed. I go to the leasing office and speak with both the manager, *******************, and the staff. They say they'll take care of it, but they don't follow through. If they come and look at it, each time they say they'll discuss it with the manager and then close the case. The attitude of the leasing office is negatively affecting my life with my 7-year-old son.Initial Complaint

I applied for an apartment, this business approved me the turned around and disapproved me for a criminal background didnt meet the proper requirements. I dont have a background and rentgrow emailed me that this company ran my credit report 5 times (suspicious). Company repeatedly preys on the underprivileged and reaps hundreds of thousands in profits by increasing tenants rent at an yearly average of over 10%. Takes in federal government benefits from the lower class citizens without notifying them of the accurate amount. Consistently reaches out to their property managers to have them enact fees and penalties at an unaffordable price to individuals residing in section 8 housing. I had a lease with The Park at Turtle run, before the end of my lease @The Park at Turtle Run, the apartments was bought by Windsor my lease started with The Park at Turtle Run on April 16 th 2021 and ended April 1 2023, my payment was made automatically through Rent Cafe which is a payment system that the Park at Turtle Run uses. All my payments were made on time. When I decided not to renew the lease, I advised the property Manager to Joann *****, she got mad at me for not wanting to renew the lease, on the next day after advising the lease would not be renewed, she called me to advised I was not paying the correct amount and that I slipped through the cracks, because the rent had increased but my payment that I was paying did not reflect that, I advised her that I was not aware there was an increase, at that point she said she will be doubling my last rent payment, not sure why?? It was not my fault the increase was not reflected in my auto payment on rent cafe website. Not sure if when Windsor took over the Apartment complex if they increased the rent?? I advised her I would be leaving on 04/01/23. I vacated the apartment on 04/01/23,I went to the office on 04/01/2023 I dropped the key off to a Hispanic male at the office, I asked if he wanted to walk through of the apartment he said no, I told him that the apartment has normal wear and but the bathtub the pain was stripping from them spray painting it, he said that was fine maintenance will fix, I did have a work order in the past to have the bath tub fixed, but because I work from home and the said I could not stay on the apartment while they work on the tube because of the strong chemicals. I am now having to deal with creditor for a charge of $2000 on my credit from Windsor which I have have no Idea where that charge came from and what that charge is for? I never had a lease in my name with Windsor Apartment I need this charge to be removed from my credit!! Why wasn't I advised about this charge when the keys was dropped off! please provide a 106 contractual agreement. See attached for last payment made. I vacated 04/01/23.Initial Complaint

Subject: Pressing Maintenance Concerns - Requesting Immediate ******************************** Manager],I hope this message reaches you in good health. I am writing to urgently address persistent maintenance issues in our residence, unit ***** at The *************, ***************************************************************, since our move on October 7, 2023.Despite submitting a repair list promptly, our concerns linger unaddressed. Rent payments are consistently on time, and our visits to the leasing office are exclusively for maintenance matters.Communication gaps have significantly impacted our experience, lacking essentials such as a welcome packet, gate code, or a campus tour. Although a negative review in November 2023 prompted a commitment from management to address issues, neighbor interactions in January 2024 revealed dissatisfaction with maintenance services.On February 23, 2024, our air conditioning malfunctioned, leading to an uncomfortable 94 degrees on February 26th. Despite timely reporting, repairs were delayed, and the necessity of a new unit was established. Attempts to discuss this with the maintenance staff proved unproductive. Shockingly, on February 26, the leasing manager threatened eviction, an action I emphasize is unlawful given our adherence to contractual obligations.Furthermore, a list of urgent maintenance concerns encompasses electrical issues, broken fixtures, and missing essentials.
