On June 9 blue Raven solar knocked on my door, even though I have a no solicitation sign. The employee was very rude and disrespectful to me when I told her what she was doing was against the law. I sent the video to the company and they said they would take the appropriate measures. Yesterday, September 29, another employee from blue Raven solar knocked on my door, and when I told him he was breaking the law, he told me that the company told him that he is permitted to knock on doors with no solicitation signs. I have this all recorded on my ring video. I explained to him that the no solicitation sign is because I work at home and I dont want any interruptions and he continued to try and book an appointment with me. I had to ask him multiple times to leave my property. This is against the law and it is harassment. I have contacted the police department.Business Response

I am rejecting this response because: first of all, there should have never been a first incident of one of your employees coming to my door when I have a no solicitation sign. When that happened, I sent the video to multiple people in your organization as well as I notified them verbally over the phone. The response that I received back was that the appropriate actions were taken. Obviously, there were no actions taken because one of your employees showed up on my doorstep again. He also admitted on recorded video that your company tells them they can knock on doors that have no solicitation signs. If this were not the case you wouldnt have to put me on a no contact list due to the fact that I have a no solicitation sign. I think it was pretty obvious back in June how upset I was with the interaction from your employee so please help me understand how in the world another one of your employees wound up at my front door with my no solicitation sign clearly in place? So what do you feel should be the appropriate action that I should take when your company is clearly harassing me? In both cases when I informed them that I was upset about them, knocking on my door with no solicitation sign, they continued to upset me instead of just apologizing and walking away. They both were extremely unprofessional as you will clearly see when you view the videos that I sent to the email address that you provided me. They were sent from my other email address, which is ******************************Your company is clearly breaking the law and you obviously dont care because its recorded and you continue to do it! Clearly, this is not a training issue as neither one of your employees were afraid to stand there and get rude with me about it while they were being recorded. You obviously encourage this, and as I have recorded on video, tell your employees they can knock on doors with no solicitation signs. I have called the police and they assured me that you are breaking the law and they said theyre going to come out here the next time youre in the neighborhood. From the first incident reported to Blue Raven Solar by the homeowner, the home address was not provided nor collected, which prevented them from being added to a do-not-contact list. We have since been given this information and provided it to the necessary department to have the homeowner added to the list to avoid future issues. As stated in our most recent response, we have escalated the homeowner's feedback and videos to our sales management team to review and address accordingly. We expect and advise all independent contractors of Blue Raven Solar, like the appointment setters, to abide by the statutes within the jurisdictions they operate and take this matter seriously. It cost me over **** dollars to have my panels removed and reinstalled and it's been 5 months and my system is still not working. And this has been after 4 visits from the technicians and every time that they run into any issues I get put on a 2 week waiting period. After removing and reinstalling the panels, it was found that parts of the customer's ********************** system were not working properly. Due to the customer's roof pitch and safety protocols, we needed at least two technicians on-site, which complicated and delayed the scheduling process. To streamline the process for the customer, ********************** flew out the technician's manager from **** to go on-site and resolve the issue. The technicians attempted to address the issues on multiple prior occasions using other methods to provide a quicker solution. However, on the last visit, it was determined that some of the parts were faulty and would need to be replaced through the customer's warranty with the manufacturer. We are currently working through the warranty claim process and have the work scheduled, with an expected completion date of 10/6. The customer has also been notified that ********************** will be providing compensation for the lost production from their inoperable solar panels, as we have identified and troubleshooted these issues. We signed a contract a year and a half ago and have still yet to have the system installed. They let the financing lapse two times and we were hit with additional interests rates with zero communication from the company. We have had to call and ask for updates constantly with no movement in the right direction. They promised a winter 2022 installation and re-confirmed that date in October, 2022. "Promising" to get the job done by the end of the year. No updated and no movement for this entire year other than us proactively warning them that the financing we secured was lapsing, taking on additional hard inquiries to our credit and more financing fees and higher interest rates. We are now over 3x the interest of what we originally signed the contract for.Business Response

We appreciate the homeowner's patience as we have worked diligently to get the permits approved with Multnomah County. While we have given the homeowner significant updates during the permit approval process, we understand their frustration with the overall delay.
Unfortunately, the approval of these permits is dependent on the jurisdiction of the city, and we have no control over their processing timelines. In this specific case, the customer's county required lot of land records to be submitted for zoning approval, which is not a typical requirement and takes a minimum of 150 days for the city to process. This timeline does not even account for the additional processing time required by the county for other zoning-related documents.
Notably, in line with our contract and prior discussions with this homeowner, we do not guarantee any timeline. However, we value all our customers and try our best to help them see the savings from solar as soon as possible; so our management team is currently working on a plan to compensate the customer for some of the financing changes that have occurred. Additionally, the homeowner's financier, GoodLeap, initially conducts a soft credit check, and a hard inquiry will only appear on the customer's credit report once the loan is funded after the construction is complete. As of now, no loan has been funded for this customer as construction is not complete.
Lastly, we have a member of our management team communicating regular progress updates with the customer until the project is completed. We remain committed to delivering a high-quality installation.Initial Complaint

I had solar panels installed back in April of this year and it's been a nightmare. After installation the inspection took took months and it was finally inspected I found out that there was a problem,corrections had to be made. Once again this took a few of weeks, after that now I'm waiting on another inspection and in the process I've paid out more money than I did before buy the system. When Blue Raven Solar sent a door-to-door salesman to my house, a newly developed neighborhood, I stated to the salesman, "Iz", that I was going to sell my house within the next few years and was concerned about having to foot the bill for the solar panels after selling my house. Iz stated plainly and rather quickly that they would transfer the loan over to the new buyers. Well, frankly, that was a straight up lie. I am now about to put my house on the market, and Blue Raven has just informed me that I would now have to pay off the loan with the sale of my house. Now I am financially on the hook for a $26,000 loan that I was told by a predatory salesman would be absolved. Blue Raven decided to come to my door, I didn't go to them, and then they have the audacity to lie to me to where my family is now going to be facing major financial hardships. This is unacceptable, and frankly, I think Blue Raven should be forced to forgive the loan even if it means uninstalling the solar panels. This is a predatory business that doesn't know how to control their salesman and now it is costing families tens of thousands of dollars. The rich get richer I guess.Business Response

We apologize for any confusion related to loan transfers. GoodLeap, the customer's financier, allows buyers to assume loans from sellers. Some customers may choose to take the equity the panels add to a home and include it in the sale price, allowing them to pay off the loan. I entered into an agreement with Blue Raven to install panels for solar. It has been to four + months. My solar panels have been installed. I have been waiting for final connection and the witness test for 2 + months. I received an email from blue raven solar on July 7th indicating a possible 8 weeks before the witness test. I emailed the company again in the middle of August.
I recieived a reply on August 29th from Blue Raven. The reply email was the same information received in the original email but sent from a different person with a noreply email address. I have received the company incentive. I anticipated having my system actvivated to take advantage of the summer sun. As of today I still haven’t received any connection to my system… All I get is a run around… I did this in April so I would be able to use the entire summer to collect for my electric bill and it’s still not connected… I will receive nothing for the four months from the sun this summer. And they still can’t tell me when I will be connected.Business Response

The project went without issue until we attempted to schedule the witness test with Xcel, a process that is not within our control. Our team attempted to give an estimate on Xcel's turnaround time based on how long other projects have taken, but these estimates are still subject to timelines with Xcel. Earlier this month our Net Metering team was able to have the witness test scheduled for today, September 15th. Management has also approved compensation for any financing payments made prior to energization.

My husband signed a contract for solar panels that I did not want. I explained to the company that we need to cancel and that they need to get signatures from both homeowners. They will not cancel without the $1215 cancellation fee.Business Response

Blue Raven Solar strives to follow all laws and regulations in the areas it operates in. In the case of going solar, we only need one of the homeowners to sign the Home Improvement Contract (***) to progress with the solar project. In this case, the customer signed the *** on 7/26/2023, and all other financial documentation by 7/31/2023. Blue Raven Solar followed all necessary procedures and found no reason to assume ****** did not want to move forward with the project. We did not receive notification of the intent to cancel until 8/30/2023, a week after all permitting was approved and a installation date was scheduled. The cancellation fee is to help reimburse Blue Raven Solar for the money and labor spent on the project. Had a consultation to have solar panels installed, original plans were not satisfactory and were never agreed to. They have been trying to get us to pay a large fee to get out of this agreement that we never signed. This homeowner's contract is under his partner's name, ******* ********. In the initial solar consultation on 6/30/2023, ******* signed the Home Improvement Contract to move forward with the solar process. To ensure we are going forward legally and ethically, we perform a verbal confirmation, through a recorded line, of important solar information. This call includes confirming the individual is the homeowner who signed the agreement, contact information, and the understanding of the cancellation period and process. On this call, ******* did confirm she was the homeowner who signed the contract and was in agreeance with everything that was reviewed with her. Due to the customer's request, we altered the original solar system design on 7/7/2023, and to make sure they approve of the design, it was sent to their personal email to sign off on the changes. These changes were signed off on 7/12/2023 through *******'s confirmed email of ***********************. The customer's account was cancelled on 8/14 due to unresponsiveness. The system we use to send all our paperwork for signing through, PandaDoc, requires the pages to be signed by the customer through their personal email the document was delivered to. In the case of this customer, the documents were signed through ***********************, which is the email address provided to us by the customer. This resulted in Blue Raven Solar proceeding with the permitting process, which incurred significant expenses for the customer's project. Therefore, Blue Raven Solar is requiring the customer to pay the cancellation fee, as specified in the Home Improvement Contract signed on 6/30/2023. I am rejecting this response because: As we've said before we were adamant about not signing any contracts until we got a bid so there would be no chance of us being in this situation. the documents that were signed couldn't have been signed by us because the IP address was in a different location. we can prove this via google timeline. if anyone had access to the email that it was signed through it would show up on the timeline which it doesn't. we also tried to reject the first design but the business was unresponsive. we can also prove this with text messages.

Blue raven sales rep told me that solar system they would install would power my house when the grid went down during the day. He said his manager said that I had to ask for that to be done. So I said I want that done and he said it would be no charge. The week before and even the day of the install. The rep said even if he has to pay for it himself to make things right. Blue raven said they do not do that anymore but would put 2000 dollars in for the 3000 to 4000 to fix the problem. It's been three months and the rep says that it we are waiting on the office and no one will return my calls including the sales rep only Im me after I called him about ten times in a day. I want the system I was told by the company rep. From the day I was sold on the system to install was two or three weeks but it is been three months with no answers but from the sales rep. The office say's they are going with what in the contract but the contract only tells my the number on panels and inventers there will be installed and they offered 2000. Witch says to me they do install that switch. I don't believe it the sales rep but the company.Business Response

Blue Raven Solar installs systems that are attached to the utility grid, and as such, homeowners can be subjected to any utility outages. The only way to avoid this is to add a solar battery, which has been offered to the customer. What the customer is asking for, a system to work independently from the utility grid without a battery, is not something Blue Raven Solar offers. To help the customer with their request, a significant concession has been offered to assist them in getting a battery. Blue Raven Solar has installed the system that is in the written agreement, but is willing to work with the customer to help them achieve their desired outcome. Proper feedback has been provided to the sales representative to ensure they are understanding of the solar systems necessary connection to the utility grid. In regards to the phone calls, we recently found the customer had attempted to contact individual employees who have not been involved in his initial project, or general operations, and thus, our operation teams were not aware of any further customer outreach.
