I am filing this complaint against ********* International for attempting to collect a debt that was medically waived and assigned without notice, using hostile and unprofessional collection tactics in violation of the Fair Debt Collection Practices Act (FDCPA) and California Civil Code 1788 (RFDCPA).On March 4, 2025, I received two phone calls from ********* representative ********* Hallone at 2:20 PM and another at 3:35 PM. During both calls, Ms. **** was argumentative, dismissive, and refused to validate the debt. When I explained the alleged balance had been waived under a signed medical accommodation agreement with **************, she continuously cut me off, escalated her tone, and refused to allow me to speak with a supervisor or resolve the matter.The tone of the calls was unprofessional, antagonistic, and emotionally distressing, especially given the sensitive medical context behind the lease termination. I was not provided any documentation during or after the calls. Instead, I received a backdated collection letter dated February 13, which only arrived on March 2, 2025. This letter claimed I owed $1,467.27an amount never explained, justified, or communicated by ***************I sent certified legal dispute letters to both ********* and ************** outlining the invalidity of the debt and requesting documentation. To this day, no response has been received. No validation occurred. Im reaching out regarding Case ID ******** (****** ******* vs. IQ Data International). Below is my formal rebuttal to *******s May 5 response. Please ensure this is added to the complaint record and reviewed in full.
This is a formal rebuttal to the response submitted by IQ Data International, **** on May 5, 2025, concerning the above-referenced complaint. I am requesting this case be closed in my favor due to *******s misleading claims, noncompliance with federal law, and confirmed abusive conduct.
1. Deceptive Timeline and Contradictory Information
******* falsely claimed that my account was assigned to them in March 2025. However, I have physical proof that contradicts this:
************** issued a security deposit disposition letter dated February 10, 2025.
******* mailed me a collection notice dated February 13, 2025.
This shows that ******* was contracted immediatelywell before ******** they are now fabricating the timeline to appear compliant.
Additionally, I want to clarify that my certified legal demand letter disputing the debt was sent on March 7, 2025, and officially received by ******* on March 11, 2025 at 9:38 AM. That letter clearly stated they had 30 days to validate the debt. Not only did they fail to respond within that timeframe, but their May 5 reply falsely claims the account was assigned to them in Marchdespite my documentation showing that Villas mailed their final charges on February 10 and ******* sent their collection notice just three days later, on February 13. These dates prove ******* had the account well before March and are now attempting to obscure the timeline to appear compliant.
2. Failure to Validate Debt Within 30-Day Legal Deadline
I sent ******* a certified legal demand letter, dated March 7, 2025, which was signed and received on March 11, 2025 at 9:38 AM. This letter requested full validation of the debt under the Fair Debt Collection Practices Act (*****) and Californias ********* Act (R*****).
The letter gave them 30 days to respond, per federal law. They failed to do so.
Instead of complying, ******* waited until May 5, 2025 to respond through the BBB with a misleading narrative, no validation documents, and a dismissive attitude toward my dispute. This lack of response is a clear violation of the ***** and confirms that the debt remains legally unvalidated.
3. Electric-Only Apartment False Utility Charges
******* claims the amount includes gas charges. However, my apartment was 100% electric, and I have evidence confirming this. The presence of a $17.79 gas charge alone undermines the validity of the entire debt and shows no due diligence was performed.
4. Harassment and Verbal Abuse by Collection Agent
On March 4, 2025, I spoke with an ******* agent named ********* **** during two separate calls. Both conversations were recorded. During those calls, she:
Repeatedly refused to explain what the charges were for
Dismissed my legal right to dispute
Verbally degraded my witness (********) by stating she had no legal right, no invested interest, and saying I dont care to talk to you
Repeatedly interrupted both myself and my witness, speaking over our questions, refusing to let us finish, and aggressively steering the call away from resolution
Used intimidation and manipulation tactics instead of transparency
I have full audio recordings of both calls. This behavior is a clear violation of professional debt collection conduct and violates both the ***** and the ********* Act.
5. Violation of California and Federal Protections
*******s continued collection efforts after receiving my written dispute violate:
***** 809 (15 USC 1692g) failure to cease collection activity without validation
California Civil Code ******* (********* Act) mirroring federal protections and requiring fair treatment
Their employees conduct and the companys lack of proper follow-up show a pattern of misconduct and legal noncompliance.
6. Liability of Original Creditor (**************)
*******s misconduct is directly tied to **************s own unethical conduct. FPI:
Refused to provide utility breakdowns despite multiple in-person, phone, and written requests
Sent the account to collections within 2 business days of mailing the final charges
Never responded to my certified correspondence
******* should not be allowed to distance itself from the behavior of its contracting client.

I am rejecting this response because:No valid information has been provided that shows any signed agreement dated after the court documents that I have provided which are signed and sealed by the presiding judge, establishing that I owe no debt to the creditor or their client being represented. Furthermore, no contract, agreement, signature or date has been provided. There are no agreements in existence that would show that I owe responsibility to this creditor or the client they are representing, dated after the aforementioned judge's decision. This is defiance of the previously attached court order. A letter with general information stating that their client said I owe the balance does not meet the requirements of a contract nor establishes that a contract between me and any of the parties they represent exist at all. This is a violation against my rights under the **** and I have received adverse credit application decisions resulting in damages from this being on my credit. I demand that the inaccurate debt be immediately removed from my credit report.

I am rejecting this response because:Before I and the creditor went to court regarding the debt the original creditor sent me notification via mail in Fall 2023 that explained they were sending the debt to a debt collector, IQ International. Then in April 2024, while in court, the original creditor, myself, our attorney's and a judge made an agreement resulting in dismissal of the debt according to the agreement signed by the parties, stamped and sealed by the presiding judge in April 2024. However, this debt collection agency, IQ International still continued debt collection efforts for the same exact balance amount by reporting it negatively on my credit report since July 2024. The matter was resolved in April 2024's court hearing which I provided supporting documents for. Please remove this from my credit report.
