I received my citation on 3/24/2024 in zone 7276-****************, I arrived at the lot at 5:57pm. I received the citation at 5:59pm. I attempted to access the website to pay the parking fee while in my car however, the website would not load. I then gathered my belongings and walked across the street to connect to the internet in the place of business that I was headed to. Once I got onto the website I saw that the parking was going to cost me $15 for 2 hours, I promptly exited the building to move my car. This all happened in less than a minute. I have a screenshot of me attempting to pay and then a photo of the time I re-entered my car to prove the time stamps, which I provided to UPP Global in my appeal. They original denied the appeal, which I did not accept and they're now offering a discount of a $23 fine as a "one time discount," I do not accept. The parking attendant was clearly sitting in the parking lot watching me struggle to use their website to pay and did not make themselves known to assist and then promptly stuck the citation on my car and took off from the premises within a literal minute. This behavior deserves to be called out so that existing and future customers can be informed before choosing to do business with UPP Global and parking in their lots.

My spouse regularly parks and pays the $1 meter fee at a UPP Global location in ************. We have records of over 50 transactions over the last 9 months and have never received a citation from UPP Global. On March 29, 2024, UPP Global's payment system failed to process payment due to an error with their payment system. Due to the many successful payments on prior dates, this was not discovered until returning to the vehicle and finding a citation for $63. We checked the history in the mobile phone browser which clearly shows the attempt to pay and the process terminated on a page saying "Can't open page". We submitted an appeal through their website appeal system including screenshots of the browser history and a list of over 50 transactions from our credit card provider showing an established record of payment and an offer to pay the $1 standard fee that was unpaid due to their payment system error. UPP Global denied the appeal and offered a discounted fine of $27 and no further option to appeal. The discount offer appears to be an implicit admission of error on their end while still pressing me to pay the fine; knowing that the great majority of customers will not continue to fight this egregious behavior as doing so would incur a greater cost than paying the fine. This behavior deserves to be called out so that existing and potential customers can be informed before choosing to do business with UPP Global.

I received a parking citation this afternoon on March 4th, 2024. I paid at the designated machine with my credit card and a copy of the text I received as acknowledgment is listed below. I also included a copy of the citation. It look like I got the citation 4 minutes after I paid. I believe this is a scam to get tourists to pay unnecessary fees. I'm not a tourist.

We were issued a parking citation and are now being dunned for delinquency in payment by ******* Parking Company. We arrived at 7:45 pm and there was no attendant and no means of paying. The citation was issued at 7:54, so apparently someone was on duty but not available to us. We were the only car in the lot. Felt like a set up. The delinquency letter implies some unknown penalties and fees for nonpayment.

My wife is disabled and requires a wheelchair for transportation. We have historically parked in the a parking lot, formerly run by the City of ********** ** at the corner of Bow and Penhallow Streets. The lot was recently purchased by Unified Parking Partners with a sign at the entrance to the lot indicating that the lot was now private and parking rules may vary from city parking rules. The sign did not advertise that the City ordinances regarding parking for Handicapped individuals no longer applied, so that both these and Veteran drivers have to pay. While the payment rule in and of itself is not illegal, the fact that the lot previously respected the City ordinances and this was not explicitly noted as a change at the entrance to the lot, constitutes deceptive advertising, intended to maximize profits from accidental parking violations from HC and Veteran individuals that don't realize the rules are different without explicitly going to the kiosk, which is the only place where this notification is issued. The lot will lose business as a result of bad publicity in this regard and is dodging the due diligence in regards to notifying drivers of the change as as a result. This complaint seeks a refund of the initial fine and to require UPP to notify drivers of the change at the lot entrance, so that drivers that have not previously had to pay, don't end up paying disproportionate fees through citations. As noted, this constitutes deceptive advertising by non-disclosure. The sign at the entrance has been changed recently to only to reflect the availability of monthly passes, which is a further watering down of any notice that the parking rules and enforcement have changed. A disclosure of the lot's current private ownership status and restrictions from City Ordinances should be available for full disclosure to reasonable drivers acting within knowledge of otherwise standard parking allowances for their condition or status.UPP Cit. #********

Hello, thank you for reaching out to us. We would like to mention you can contact us by calling ************ or by email us at *********************************** Please note the lot you parked in is a private lot not managed by the city. In our lots. Since you mentioned you were unaware of this, we are more than happy to refund your money and void your citation for you. Please keep in mind if you are parking in one of our lots payment is required. Upon getting your placard the ********* parkers know they can only use them on city property not private. As mentioned, we have voided the citation and refunded the amount back to you. Please allow 3 to 5 days for the money to return to your account. We hope you will be happy with this outcome. One last thing if you were to have any further issues in the future, please make sure you are reaching out to us directly.

I have reviewed the response submitted by the business in regards to complaint #********. I understand that by choosing to accept the business response that my complaint will be closed as resolved.

The business declined to discuss clarification of their signage at the entrance to their lot with the proviso that they have an understanding with ********************** that the ************** that issues handicap plates and placards informs recipients that private lots are exempt from City ordinances regarding exemptions for special status for parking  within the city regarding payments and locations.   The problem with this reasoning is that with ********** being a tourist destination, probably upwards of 90% of the cars parking in the subject lot are not from ********** or near environs, and so  will not be aware of the City notification.  The City Parking Authority might well be apprised that they are being  used in this  fashion.

On the back it says if don't pay they can affect your credit rating, vehicle registration, licence renewal and ability to rent a care. DO NOT HIRE THIS COMPANY TO Mange your parking because they might get you in a lawsuit.

      Regards,

      Preston

You voided my wrongful citation because I made a lot of noise about it.  Someone like my 79 year old mother wouldn't.  She would just pay the citation to avoid all those threats.  You either have a problem with your system or you willfully scam people.  You have a system that currently collects the parking fee and a citation fee unless the person makes noise about.  So how many haven't made noise and you have scammed them?  I think a government agency should investigate you and an investigative journalist.

UPP Global is a parking enforcement entity for private parking lots. I received a citation that has zero governmental authority to be issued demanding payment for allegedly parking in a lot past my expiration time. However per their own website and FAQs if a parking meter does not allow for adjustment to time then the lot is considered flat rate and patrons have until 2 am to move their cars. Theyve not honored their own terms. Per the citation my cars time limit expired at 9:45pm. The car was moved shortly after per my own account as the event I attended ended around that time. This so called company has refused to work cordially and eliminate the citation even after provide proof of payment and them failing to follow their own FAQ. You cannot demand compliance if you dont follow your own conditions.

I have encountered multiple cases of predatory practices with this company. The latest is the most egregious. I parked in one of their **********, ** lots on Friday, 12/15/23 at 7:07PM. While I was at the kiosk paying, one of their attendants approached me and asked which car I parked, to avoid giving me a "citation". Literally, I hadn't even completed the transaction and he was circling like a vulture. I paid for three hours, 7:07PM to 10:07PM. I returned to my car at 9:55 PM to find a "citation" for an expired meter that was issued at 8:52PM. I consider this predatory at best and harassment at worst. Unfortunately, and not surprising, UPP Global is not BBB accredited, so I will also be filing a complaint with **********************.

On Sunday, 12/10/23, I parked in the parking lot of UPP Global ******** parking (location at **************************************************) and I attempted to pay for parking (although there is no sign as to the cost of parking per hour at this location). In ********, parking lots/meters are free, but I still attempted to pay for parking just incase. When I went up to the meter, I entered my license plate in, and the meter stated $0.00 because it was a Sunday and that I did not have to pay. When I came back to my car, I was issued a $63.00 ticket by UPP Global. I appealed my ticket on 12/10/2023 (writing the same statement as above) and UPP Global stated my request was denied because they had many people pay for parking that day without any issue. They did discount my ticket, however, why would they discount my ticket if I'm in the wrong? I shouldn't owe any money to this parking company. If you look on their ****** reviews, there are numerous complaints of this company scamming people.

We hope this message finds you well. We wanted to inform you that our team diligently attempted to reach out to the customer in question on two occasions via telephone, unfortunately without success. Subsequently, our administrative team engaged in an email correspondence with the customer, addressing her reported payment difficulties at the city meter, which was apparently out of service.
Our administrators provided assistance by reducing the parking cost to $23.00, demonstrating our commitment to resolving the issue in a fair and considerate manner. It is important to note that in cases where a meter is non-operational, parkers are encouraged to utilize alternative payment methods such as the ** code or text-to-pay option.
We wish to emphasize that our administrative team has the capability to verify whether payments were made prior to or after a ******** visit to a particular location. The records indicate that numerous payments were successfully processed at the mentioned location.
We pride ourselves on addressing all customer concerns promptly and comprehensively. Our customers have multiple channels to reach us, including email, phone, and online chat. While it is our policy not to provide free parking, we exercised flexibility in this instance by reducing the cost to accommodate the customer's situation.
It is essential to reiterate that, in adherence to our signage, all parkers are expected to make payment. If a ****** encounters difficulties using the designated payment methods, we recommend calling our office ************ for assistance. Despite the noted challenges, our team has gone above and beyond by reducing the cost, even considering the circumstance where the customer left her car in the lot without payment.
We appreciate your understanding and cooperation in this matter.
      Sincerely,

      UPP Support

I am asking to not have to pay the parking violation (or be threatened that it will affect me trying to register my car) due to my attempt to pay on 12/10. In addition, I would be willing to pay $3.00 which is a typical cost ($1.50 per hour at a ******** parking meter) to have this case be closed.

Customer reviews posted prior to July 5, 2024, will no longer be published when they reach three years from their submission date. Customer reviews posted on/after July 5, 2024, will be published indefinitely unless otherwise voluntarily retracted by the user who submitted the content, or BBB no longer believes the review is authentic. BBB Business Profiles are subject to change at any time. If you choose to do business with this company, please let them know that you checked their record with BBB.

As a matter of policy, BBB does not endorse any product, service or business. Businesses are under no obligation to seek BBB accreditation, and some businesses are not accredited because they have not sought BBB accreditation. BBB charges a fee for BBB Accreditation. This fee supports BBB's efforts to fulfill its mission of advancing marketplace trust.
