In my visit to *******************************, I parked at the ************** on 4/2/24, for 3 hours, 19 minutes. This was from 9:54am to 1:13pm. This was my first experience with Metropolis drive in, drive out business model, where the parking gate is open, and payment is still required. The general meaning of the open gate in a parking garage is that parking is free. There was no signage I saw that stated the gate is open by design and payment is still required.I contacted Metropolis and they confirmed the Leprino Garage is camera-enabled and automatically opens for members or visitors. Upon entry, their camera will capture your entry and the exit, which is why, once entering, there's signage that says, 'Scan to Park' or 'How to Pay' around the area. However, for this location, I did not observe any signage saying 'Scan to Park' or 'How to Pay' around the area.In the parking violation summary, the parking fee was 5.00 and the violation fine is $70.25, the fine is 14+ times the amount of the fee. I understand the fine had to address Metropolis technology and effort to send the violation summary. However, I believe this violation amount is excessive and predatory and this specific garage is designed to generate fines for first time user of the hospital complex.Business Response

I received a bill for Parking in a lot at ***********************************************************, I did park there but there were no signs posted requiring payment for parking. I have parked in this lot many times over the years. The lot is located across the street from the *********************** where ************************************** has several Doctors offices and clinics. I went to the Dr on 3/27/2024 and parked in the lot as usual. In past years HF Hospital validated the parking for Patients and always asked if you parked in the so they could validate it. No one has asked for YEARS about parking. On 4/18/2024 I got a bill from Metropolis for $26, I have no problem paying it but there were no posted signs requesting payment!!!!!! I have emailed them 5 times and keep getting auto generated replies. One said the matter was resolved, I replied Thank You, later today I got an email apologizing for the misunderstanding? I have no idea what that means but I think its not settled at all and I'm gonna start getting more fees tacked on. Boy was I surprised to find out that there is a class action lawsuit for the exact thing I stated, NO POSTED SIGNS!!! Also reading reviews from their website there are others making complaints to the MI ************************* I shouldn't have to pay since there were no signs, Metropolis or anything at all. The "parking " fee was $6 and "notice" fee is $20!!!!!Business Response

"On February 17, 2024, my husband and I were taking our 15 year old daughter and friend to a volleyball tournament at *****************. There were tons of people and tons of cars. We pulled up to your parking lot which had a man standing outside collecting cash. He was a black man and told us we had to pay him to enter and park there. He looked official and demanded payment so we paid him and moved on.You cannot allow people to disingenuously represent your company and parking garage and then expect innocent victims to pay. Your job was to arrest this man and make sure that he is not allowed to collect fees that do not belong to him. Your other job is to protect people who want to park in your garage from fraud like this. This man is visible in the photos YOUR COMPANY sent us."Business Response

I received an email from Enterprise Rental regarding a citation for a violation in a rental vehicle. I also received a letter from Enterprise Holdings/ Metropolis Payments stating that I left a parking facility without remitting payment on 10/03/2023. I did not leave a parking facility without paying. I never parked. I entered a parking facility, drove around looking for a parking spot, then entered a spot and scanned trying to see how much the fee was. Unfortunately, I had to scan to see the pricing because the fees were not posted anywhere which is disreputable. I scanned to check the fee, which was ridiculously high, so I promptly left the parking facility. I did not commit a parking violation.I sent an email disputing the citation as instructed in the letter from Metropolis Payments. I received response emails from ********** at ******************************************* *********** last email stated that the parking garage gives a 10 minute grace ****** and I was recorded as being there 14 minutes. I further explained it was a busy Saturday night with a concert at the ********************. I spent most of that time looking for an available spot. When I finally found a spot, I scanned the ** code for pricing. The prices were extremely high so I left and did not park. Not posting parking fees is disreputable if not fraudulent. MTA has issued me a citation for not paying to park. I didnt pay to park because I didnt park. Letter from Metropolis Payments with return address **********************************, is attached.Business Response

I received an email from ******** with metropolis stating that as a courtesy, the violation was closed.
Mr ******* was that metropolis dismiss the ticket, negate charges, and clear my record. I emailed two times asking two different ways for a statement that no payment is required and no violation appears on my record. ******** would only say it was closed and has refused to clearly state that there are no charges and no violation will appear on my record. The matter could be closed if I can get a clear statement of these items.

On 03/16/2024 I went in to the metropolis parking lot at ******************************* I did not choose to stay at this parking lot after finding out the price.I received a notice on a parking violation . I started a dispute that resulted in the resolution of me paying $55.25 which I already paid. The reason why I want to dispute is that I didnt see a warning sign that indicated that there will be a charge just for going in the parking lot it wasnt until I scanned the ** that I found out the price to park was $50 so I left the time it took me to find parking get out scanned and go back to my car and leave was 12 minutes.Business Response

We parked in a garage owned by this business in ********* on March 29th. We paid online upon entry for the parking using a ** code provided on the signage in the garage. On April 17th I received a "Notice of Parking Violation" letter in the mail stating that we left the parking facility without paying. The notice states we owe $40 for parking and $70.25 for a violation fine. I did file a dispute with the company and they are claiming that what we paid was not processed by their company and we should report it as fraudulent. There were multiple signs within the garage attached to the walls with screws that were the same as the sign that we got the ** from to pay for the parking fee. It is my belief that they are collecting money from the signs and then sending out the violation letters saying payment was not made. As you can see in the payment information I have attached, payment was initiated within 2 minutes of the time of entry listed on the violation. It would not be possible to enter the garage, drive to find a parking spot, park, exit our vehicle and leave the garage in 2 minutes or under, proof that the payment was initiated within the garage upon entry using the posted signs within the garage.Business Response

This occurred on 04/11 in the Metropolis ******* Lot on 8th Avenue in *********. I entered the lot to park. The lot had evident signage posting 1 hour free/$1 per 30 min parking. However, the physical parking machine to get a ticket was not working. I scanned a QR code sign, saw that they had a 12 hour/ $25 rate, figured if I chose the "start parking" option there would be the option for an hourly rate like the sign in the parking lot had posted. Put in my phone #, input the one-time generated code, and then immediately was notified my card had been charged with no way to cancel (they had my card # on file from a previous transaction). I was NOT prompted with a screen to actually review the rate and authorize the charge after providing my information. The company just automatically charged my credit card on file. Absolutely insane there's no screen to select "authorize charge" or "begin parking" once you login w/ the QR code (like every other parking service I've used). Feel like they've stolen the $25 + taxes and fees from me. I've started a dispute but customer service has not been helpful so far and refused refund.Business Response

I was entering the parking garage to find parking and pay for the all day parking in *********, Tennessee on January 6th. Metropolis has you pay for your parking ticket from a ** code that you scan on the concrete pillars. There are no pay stations. We spent 17 mins of attempting to scan and pay for my ticket through ** code but it was not working from both my phone and my girlfriends phone. We then left to park at the public library parking garage right across from Metropolis. We were in the Metropolis parking garage in total of 22 mins. I then get a parking violation letter from Metropolis on February 8th that I owe them $95.25 for the $25.00 unpaid fee and the $70.25 violation fee. I contacted them on email telling them the details and my situational on how I was only in the parking garage for 22mins trying to pay through the ** code. They reviewed my case and declined saying I failed to pay them through the ** code process and that I still owe them $95.25. I emailed them back telling them the ** code did not work on two separate devices, they replied stating we failed to pay through the ** code. They are now harassing me to pay them. The business has not tried to resolve the problem. This is the violation number: ***********Business Response

Notice Number: *********** Location Address: ********************************************************* Unpaid Fare: $12 Notice Fee: $70.25 Entry: 3/16/2024 10:32AM Exit:3/16/2024 12:24PM I have parked in this lot many times and gladly paid. When we went in this time the gates were up, there was no one working to ask and no signage anywhere. I was shocked that we were unable to pay. I am happy to pay the $12 for parking but and Notice Fee of $70.25 is predatory and absurd. I did not receive a notice to pay prior to this. I reached out to Metropolis to get this resolved but they just keep telling me I have to pay the full amount. I asked where the signage/instructions to pay are located and they just respond how it works. See below:Based on my review of our system, it appears that violation *********** occurred at Millennium Garage, a Metropolis camera-enabled parking facility where payments are calculated based on your vehicle's time of entry and exit, and charges are processed automatically to the card on file. This facility is privately owned and does not offer free parking of any kind. Also, please note that the Garage generally offers a 10-minute grace ****** which allows visitors time to either pay or if they choose to leave, to avoid any violations. Here's how our services work at Millennium Garage: It's as easy as driving in and driving out. Payments are calculated by your vehicle's time of entry and exit. When you're ready to leave, just drive out! Charges will be processed automatically for the duration of your visit to the card listed on file. From the response it is clear there is no signage. How is that legal?Business Response
